Article Abstract:
California Republican Assemblyman Paul Horcher (West Covina) incurred the wrath of fellow Republicans when he became vice chairman of the state Ways and Means Committee at the request of Assembly Speaker Willie Brown in 1992. Tradition had seen the position going to a Republican, but a Republican appointed by the Republican caucus, not the Democratic Assembly Speaker. Others attribute the ill will to his support of the major opposition candidate to Ontario Assemblyman Jim Brulte in 1988. Horcher believes not accepting the position would have resulted in the appointment of Democrat Steve Peace and the termination of Republican committee staff.

Assembly District 31
Article Abstract:
Democrat Bruce Bronzan's resignation from his 31st Assembly District post due to his objections on term limits resulted in a vacancy that seemed hard to fill. Broznan had run unopposed in the last two elections and would have continued to do so until term limits mandated his retirement in 1996. Former district director Cruz Bustamante leads the contenders for the post but Republican Doug Vagim still poses a threat because of his endorsement by all other candidates. However, the Fresno City Council's decision to integrate the municipal and special elections may have lessened Vagim's chances of winning.

Three's a charm for Alby
Article Abstract:
Barbara Alby, a conservative Republican, won in her third try for the public office by getting 23% of the primary vote. Death of Republican B.T. Collins, who had twice defeated Alby, made it necessary to elect a new candidate. Alby a true conservative, relying on support of the Christian rights, anti-tax crusaders and gun owner groups, filed in at the last moment as there had been a possibility of the selection of a consensus candidate acceptable to both the moderates and the conservatives.
