Stepping forward and stepping backward: twenty-five years of political reforms
Article Abstract:
Most Californians are of the view that the political reforms carried out since 1974 have not had a significant impact but, it would be a big mistake to ignore that parts of the machinery have changed for the better. These reforms have been pivotal in removing the most dangerous phenomenon in a democracy, that of corruption. Another major impact of these reforms is the ushering in of greater openness and disclosure. All in all it can be said that a better reform package can be delivered and implemented if the people are both responsive and farsighted.

Article Abstract:
A newly elected member of the California Assembly looks forward to the challenges that being a freshman in office are likely to bring. He learned a basic lesson in public service when he was formulating plans for the 'Students Today Achieving Results for Tomorrow' program. He learned that people see things differently. That lesson proved beneficial for the program which he reshaped and became a statewide and national success. He anticipates the same challenge in implementing good ideas while in office and hopes that he will live up to it.
