Article Abstract:
Democratic government in the UK is experiencing a crisis of legitimacy as the political attitudes of the country's citizenry change in the wake of a shrinking national government and the rise of the European Union. The sleeping night-watchman model of government, which proposes transferring most political activities to the private sector, is generally followed by Conservatives. Believers in community-based solutions, supporters of the European Union and those who propose decentralization all favor increased political participation and the transfer of some national functions to other governmental levels.
