The 1995-96 budget
Article Abstract:
The budget of California for 1995-96 presented by Governor Pete Wilson faced a stalemate for 33 days, the second longest budget stalemate ever. The budgetary process moved extremely slowly for most of the year because of the leadership crises that continued to rock the Assembly. The most eye catching aspect of the budget was a 15% across-the-board cut in state income taxes. However, Wilson had also promised larger funds for K-12 schools, a big thrust for higher education to be funded by student-fee enhances. Wilson wanted welfare spending to be cut from 8% to 22%.

Article Abstract:
State legislators are being criticised for drawing attention to themselves on national television. Television is playing a key role in the design of legislation, say critics. The televising of a recent Public Safety Committee meeting featuring the topic of dangerous dogs received more attention than discussions on firearms because the former subject had greater visual impact. The questionable role of television in law-making is debated.

The Wilson tax cut: food for the rich, but will the benefits trickle down?
Article Abstract:
Californian Governor Pete Wilson's proposal for a three-year 15% income-tax cut will benefit only the higher income classes. The tax proposal, if initiated, will increase gross tax savings of American families earning more than $500,000 by nearly 50 times. Wilson says that the proposed tax cuts will increase investment and boost the economy. However, opponents argue that these tax cuts will damage the economy further.
