The big bond
Article Abstract:
The decision by California's Governor Schwarzenegger placing a $15 billion bond on the March ballot to help bridge the budget deficit in addition to the $12.7 billion education bond is examined. It is observed that bonds floated to close a budget gap rather than to increase assets which are ill conceived and the Proposition 57 increases the overall debt burden of the state.

A brave new budget: Health
Article Abstract:
The challenges before Governor Arnold Schwarzenegger in the health sector as he grapples with the state's budget deficit are analyzed. It is expected that the governor follows up on his earlier proposal for a $440 million cut in health care and probably enacts a new law, which allows the finance department to shift funds among departments without Legislature approval.

The legislative decisions taken by Governor Schwarzenegger after being sworn in are outlined. Chief among these is the signing, after initial hiccups, of the fiscal recovery package that includes a $15 billion bond measure and new spending restrictions (AB9x and ACA 5x).n
