Article Abstract:
From July 1, 2004, Californians will have to pay a recycling fee on new electronic devices that have cathode ray tubes which measure at least 4 inches diagonally, in accordance with the nation's first ever plan to combat the problem of electronic waste. The money thus collected will be used by The California Integrated Waste Management Board to fund local electronic waste collection and recycling programs.

Democracy's bumpy ride
Article Abstract:
A lawsuit against California in federal court that argued that the state's October 7 election would violate the U.S. National Voting Rights Act by Disenfranchising thousands of minority voters who live in one of the six counties that still use the punch card votomatic machines is discussed. The arguments, ruling and decisions in that lawsuit are presented.
