The case of the missing pollution haven hypothesis
Article Abstract:
The onset of a chronic United States trade deficit at the beginning of the modern environmental movement led to the suspicion that environmental regulation played a major causal role in impairing the "competitiveness" of United States firms. A study reveals possible remedies that localites may utilize to offset the negative effects of more stringent regulations on capital inflows.

Article Abstract:
Country-level data is used in a study to examine the location decisions of domestic and foreign firms in a single empirical model, and tests conducted for asymmetries by firm origin in the degree to which capital flows are influenced by environmental standards. The results indicate that while domestic firms are influenced by environmental regulations, foreign firms are not.
