The latest source for California teachers? The Philippines

Wilson Riles & Associates, a Californian education recruiting firm, is seeking to overcome the shortage of certified teachers in California by recruiting teachers from the Philippines. This firm is also considering recruiting teachers from Russia, where it believes that there are some good teachers. This is part of a wider trend in California to use innovative ways to overcome the state's teacher crisis. There has been particular interest in recruiting teachers from Spain, who are able to communicate with Hispanic students and are also trained to teach mathematics and science.

The battle over legal immigrants
Article Abstract:
Immigration issues nationwide have become a sensitive political issue in the face of a California law that seeks to terminate state benefits to illegal immigrants and other federal laws enacted in 1986 that have adversely affected these aliens. The situation has created improbable political pressure groups such as the alliance between California's high-technology and agricultural sectors that are lobbying furiously against organized labor for federal immigration reforms that would lead to an increase in the number of foreign workers permitted to work in both industries.

After education, is elder care next?
Article Abstract:
The provision of suitable care for the elderly is becoming an increasingly significant political issue in California. It is widely agreed that there are problems with the current system, but there is no consensus about the form that reform should take. The only point on which all those concerned with elder care are agreed is that increased payments are required above the flat rate of $88-per-patient-per-day currently paid by Medi-Cal. Industry lobbyists claim that the average cost of providing care is in fact $100-per-patient-per-day.
