The new populism, presidentialism and market-orientated reform in Spanish South America
Article Abstract:
The new populism and presidentialism in Spanish-speaking South America are in a symbiotic relationship. Together they can generate increasing returns to power on the part of political leaders. Non-presidential institutions and veto groups attached to them have been temporarily weakened. Populists have been able to get radical market-oriented reforms through in a democratic context as a result. Populist presidentialism succeeds most often when nonpresidential institutions are thought by electorates to be corrupt and self-interested and populists to be sincere reformers.

Venezuelan democracy and the coup attempt of February 1992
Article Abstract:
The February 1992 coup attempt in Venezuela failed, but only narrowly. Its failure can not be attributed to popular support for Venezuela's democratic institutions, as there is little such support. The decline in oil exports during the 1980s was not expected by the regime or the public, who had become accustomed to a welfare state founded on oil revenue. The austerity and stabilization measures implemented by President Perez were necessary, but they have undermined his government's popular support.

The dilemmas of good governance: a Latin American perspective
Article Abstract:
Latin American countries exemplify the difficulties of constructing an efficacious and ethical system of governance in relation to economic development. While many countries have adopted democratic structures, their economic progress lags behind that experienced under more repressive regimes which had previously been in power. These findings support the link between highly centralized, radical policy change and growth.
