Article Abstract:
Proposition 104, which restricts the terms of most state elected officials in California, is creating considerable uncertainty about the future of leadership in the Assembly. If Proposition 104 is not overturned, newcomers to the Assembly will only be eligible to serve three two-year terms. This means that they will have to work hard to distinguish themselves at an early stage in order to fulfill their political ambitions, rather than building influence gradually over a longer period. Caucus members will have to decide whether to choose a leader with experience but only one term left, or one with less experience but who will be able to hold office for longer.

Can California adequately regulate health care in the '90s?
Article Abstract:
California's 30-year-old Medi-Cal program in 1995 will help around six million people incurring an expenditure of nearly $17 billion. The problem is how to ensure the standard of health care. Earlier most Medi-Cal beneficiaries gained health care through what is named the fee-for-service system. Every time a beneficiary visited a doctor, the doctor submitted a bill to Medi-Cal for that service. But by 1996 almost all persons getting Medi-Cal benefits will need to enroll in managed care programs. The findings of studies on Medi-Cal program are described.

Alan Post
Article Abstract:
Alan Post retired as head of California's Legislative Analyst's Office in 1977, but he continues to lead an active and productive life. After his retirement, he became chairman of the California Commission on Government Reform and several other state commissions. He is a member of the Senate Advisory Commission on Cost Control in State Government and a number of academic and non-governmental organizations. He continues to hold strong views on state government. A man of many interests, Post also paints and calls himself a 'paintaholic.'
