Financing long-term care for the sick and elderly is becoming increasingly complex and in dispute, particularly after a measure in the 1996 Health Insurance Portability and Accountability Act makes it a federal crime to willingly transfer assets to qualify for Medicaid long-term coverage. The provision hurts the cash-strapped and those individuals who cannot plan ahead by 36 months to circumvent the regulations. Combining Medicare and Medicaid coverage or combining public and private insurance are possible options that would alleviate the financial demands of long-term care.

Prospective payment gets legs
Article Abstract:
The US Congress mandated a new fixed price plan for home health, rehabilitation and nursing homes for Medicare patients. This new payment system has not been used for outpatient care and health care executives are concerned the new system was introduced to decrease payments. The system will be introduced after Oct 1999, according to the US Health Care Financing Administration.

Article Abstract:
Medicare pays more per patient than most private managed care plans in 1997. Managed care fees were below average Medicare fees in 26% of procedure codes in a sample from 1996. This statistic is an increase from 1995 which showed a discrepancy in 13% of the sampled codes and, in 1994, which showed a discrepancy of 6% of the sampled codes.
