Estimating price elasticities when there is smuggling: the sensitivity of smoking to price in Canada
Article Abstract:
Price elasticity of demand for cigarettes, which is a central parameter for framing a public policy towards smoking, is not very significant in Canada. It has been found that higher taxes on cigarettes do not drive the consumer into an alternative source of pleasure and that smuggling not only increases consumption of cigarettes, but also, other vices.
