Chief executive officers (CEOs) in the healthcare industry have various ideas about the role of their chief information officers (CIOs), but they all desire a CIO who understands business issues. Ward Keever, a well-known CIO at University of Pennsylvania Health System, says an organization functions best when a CEO can have trust in a CIO. Information technology and CIOs are becoming increasingly important for health care providers, which will spend $13 billion on information systems in 1997.

Health care facilities are creating one-stop phone centers with the goal of attaining consumer loyalty through faster service. Advocate Health Car of Chicago, IL, has merged its eight hospital operation into one large phone center, and has become an industry leader. Administrative hubs and clinical centers are the two types of call centers for managed care services, and both typically feature integrated telephone and computer systems.

The Telecommunications Act of 1996 will have marked effects on the healthcare industry. The deregulation of the telecommunications industry is expected to further the development of computer-based patient records and enhance health care systems which transmit data, voice and video and diagnostic imaging. However, many health care executives warn that the bill could produce adverse effects for rural areas.
