Article Abstract:
San Francisco General Hospital Medical Center has a multidisciplinary committee that developed policies to prevent transmission of infectious diseases and control employment of persons who test positive for these diseases. While the policies were designed in response to concerns about transmission of the human immunodeficiency virus (HIV), they cover other infectious diseases, such as hepatitis-B. These policies balance the patient's right to protection from infection with the workers' right to work.

Article Abstract:
The implementation of total quality management (TQM) or continuous quality improvement (CQI) programs significantly alters the hospital CEO's role. For example, the programs call for changes in CEO interpersonal behavior. The CEO may need to relinquish power, become more egalitarian, set measurable goals and base decisions on facts. TQM and CQI programs also tend to change the way CEOs use their time and how CEO responsibility and accountability are measured.
