Chicago, IL-based Mount Sinai Hospital Medical Center may close in Nov 1995 if Medicaid issues are not resolved by the Illinois Legislature. Approximately $25 million in Medicaid funds are received by the medical center each year. The medical center is part of an integrated health system that provides managed care services while the state government has funded important community programs.

Leon Malmud, M.D., was named Temple University Hospital CEO in 1988 and charged with resuscitating the institution. The hospital's major problem, he believed, was poor communication between its board, management team and medical staff. He developed a program to better inform board members, and he helped convince senior managers to seek input from physicians when making major decisions.

Northampton, MA's Cooley Dickinson Hospital was in a financial crisis, triggered by state rate-setting policies, when Craig Melin became its CEO in 1988. He quickly filled vacant executive positions, took steps to improve management-staff communication, laid off 60 full-time employees, including 15 managers, and convinced doctors to increase their admissions to the hospital.
