Cost reduction is usually the primary reason for restructuring a hospital's materiel management system. The initial step is to conduct a methodical assessment of the materiel management functions performed by different departments. The assessment process involves interviewing department heads, evaluating staffing patterns, gathering inventory and supply expense data. Inadequacies of the current system may be identified by comparing it with the materiel management systems of other hospitals. Proposed changes are then prioritized according to their cost-reduction potential.

Such an approach will help hospitals ensure that investments in equipment, inventories and human resources yield the intended benefits. To effectively implement such an approach, materiel managers should define expected returns and book savings in advance, avoiid misplaced concreteness, account for context, assess 'doability,' ban pilot projects, diversify and define limits.

Cost cutting for hospitals: a heuristic approach
Article Abstract:
Hospitals implementing cost-cutting measures for the first time are hindered by lack of know-how, having to deal with an unsupportive staff, and the need to effect immediate changes. A cost-cutting model presented assigns numerical values to the cost-reduction potential of a budget solution and the impact of the proposed solution. The ratio of cost-reduction potential to impact yield is directly proportional to the feasibility of a particular budget solution.
