AMA: put practice expense rule on hold; annual meeting vote reinforces policy on Medicare formula
Article Abstract:
The House of Delegates of the American Medical Assn voted to continue lobbying for a one-year delay before passing the Health Care Financing Administration's proposals on doctor's practice expenses for Medicare payments. The proposal would increase payments to general care physicians, but decrease payments to surgeons. The House and Senate measures concerning proposed physicians' Medicare payments for expenses are part of the balanced-budget proposals.

HCFA starts enforcing limits on Medicare balance billing
Article Abstract:
The US Health Care Financing Administration (HCFA) sent letters to five physicians who billed patients for balances which brought charges to more than 115% of Medicare allowances. HCFA expects to send additional doctors letters asking for explanation of such balance billing. Most physicians conformed to the guidelines, but a few specialists violated the limits, including anesthesiologists, who exceeded the limits 9.1% between 1992 and 1993.
