AMA wins set stage for reform
Article Abstract:
American Medical Association leaders will be trying to continue the string of political victories won during 1996 in 1997. Legislative accomplishments during the last year included health insurance reform, anti-trust reform, tobacco curbs by the Food and Drug Administration, and measures to guard against fraud and abuse. In 1997, AMA leaders will try to protect physicians in the face of the controversial proposal to shift the basis of Medicare reimbursement from historical to resource data.

IRS targets doctors' role in integrated systems
Article Abstract:
The Internal Revenue Service (IRS) is scrutinizing physician control over the management of integrated health care systems and the amount of compensation some physicians receive when selling their practices. The IRS is concerned that networks may pay physicians a high price for their practices that amounts to payment for referrals. In addition, the IRS is looking at networks that buy a physician's practice and then allow him or her a decisionmaking role in the network.
