Insurance reform moves to the states
Article Abstract:
The health insurance reform measures proposed by senators Nancy Kassebaum and Edward Kennedy will be adopted by state legislatures throughout 1997 and 1998. States are required to enforce standards at the minimum but may go further if they choose to do so. The most complex issue for states will involve standards regarding the individual insurance market, an issue for which the federal standards allow states to pursue alternatives to the federally-proposed minimum package.
