Arizona's opposition to federalization of health care led to the state's experimental version of Medicaid, Arizona Health Care Cost Containment System (ACCESS), which is funded 60% federally and 40% by the state and county governments. Its main feature is mixing patients of various social backgrounds, therefore engaging providers in competition with each other.
