Black doctors group supports 'play or pay' on health reform
Article Abstract:
The National Medical Assn, an 8,000-member black physicians group, advocates a play-or-pay system of health care and believes that black physicians are being excluded from discussions of national health care reform. The group is concerned about the future of the health care system and how the system will deal with increasing numbers of uninsured, which now reach over 35 million people. The association has adopted proposals with which it hopes to solve the nation's health care problems. These proposals include regional risk pools, Medicaid reform and creation of a National Health Board.

Will you take an IOU? Clinicians feeling effects of California's cash crunch
Article Abstract:
California physicians and hospitals that treat Medicaid patients are extremely inconvenienced by receiving IOU's in lieu of payment since the legislature has failed to approve a budget. The impasse, since July 1, 1992, may influence doctors to drop out of the Medi-Cal program, which will impact needy patients. Some pediatric clinics, such as the Sacramento Children's Memorial Clinic Inc, in which 98% of patients depend on Medi-Cal, may not be able to remain open.
