Budget clouds reform picture
Article Abstract:
The battle over Pres Clinton's federal budget has had the effect of narrowing the areas from which financing for health care reform can come. For example, the record $63 billion in Medicare and Medicaid cuts prevent any excess in those programs from being used to fund reform. In addition, Republican attacks on the budget make it unlikely that Pres Clinton will be able to initiate new taxes to fund the plan or can count on any Republican support for his proposals. A detailed financial analysis of both the budget battle and the health care reform debate is provided.

Time to decide who's paying what for reform
Article Abstract:
The debate on health reform must decide on the best form of taxation to finance the new program. Analysts forecast that a federal program will cost between $30 billion and $90 billion annually. Public opinion expresses least resistance to taxes on alcohol and tobacco, but these cannot raise sufficient funds. Other forms of taxation under consideration include extra taxes on incomes over $50,000, taxing employers' insurance contributions, payroll taxes and a 5% value-added tax.

Inching toward budget deal?
Article Abstract:
Partisan debates over healthcare provisions continue to slow progress toward a budget deal. Medicare issues are at the center of the debates between President Clinton and the Republican Congress. Centrist lawmakers, such as the "Blue Dog" coalition, continue to negotiate a budget plan for bipartisan approval. The healthcare industry is hoping that physician-favored provisions, such as tort reforms and antitrust relief, may be restored.
