A white paper entitled, 'The New NHS: Modern, Dependable' produced by the United Kingdom Department of Health has been studied by a law firm specializing in health care law and they believe that Primary Care Groups expose nurses to risks of litigation because of the decision-making powers conferred on them. Nurses' legal position needs to be clarified as soon as possible because rationing of treatment is likely to make media and legal intervention more likely. How to settle disagreements within Primary Care Groups is not mentioned in the white paper.
