Cutting Medicaid may prove more complicated than it seems

Congressional Republicans have identified the Medicaid health insurance program as a vehicle that will allow them to balance the budget while reducing taxes. They have proposed to place federal spending caps on the program which will be transferred to states for administration on a block-grant approach. The Republicans' plan to cut Medicaid will encounter serious political obstacles. Republican governors have expressed fears that block grants will create budgetary problems and political fallout on the state level.

Medicaid in Louisiana sinks while pols fight
Article Abstract:
Louisiana has a poorly-managed Medicaid system that is about to have its federal funding cut unless the state's politicians can solve its troubles. The state legislature will probably adjourn before dealing with it. The Dept of Health and Human Services has rejected a plan by Gov Edwin Edwards to create a state-owned health maintenance organization. The state's mismanagement and corruption have resulted in a tripling of Medicaid costs since 1990 and federal rule changes will make matching funds harder to get.

Quality problems could spell trouble for Medicaid HMOs
Article Abstract:
An expose of abuses by participating health care providers has caused the state of Florida to freeze enrollment of Medicaid patients in health maintenance organizations (HMOs). Florida law requires all Medicaid recipients to join a managed care plan. The state will cancel contracts of any HMOs that fail to meet standards. Problems with the quality of care received by Medicaid patients also occurred in other states, including California and Tennessee.
