Emphasize prevention, 'sin taxes,' panel told
Article Abstract:
Witnesses who spoke at a hearing of the Senate Aging Committee proposed more extensive preventative health measures and endorsed the idea of increased taxing of cigarettes and alcoholic beverages. Physician Robert N. Butler warned the panel that the baby boom generation could saddle the US with huge medical expenses if preventative health measures were not taken. In addition, an official from the Coalition on Smoking or Health showed that a 1988 tax on cigarettes raised revenues for smoking prevention and immediately reduced the number of smokers by 7%, or a total of 950,000 by 1993.

Australia takes step-by-step approach to health reform
Article Abstract:
A conference on Australia's health system gave doctors and administrators an opportunity to recommend improvements. Called Medicare, the system is financed by income taxes, and government-administered hospitals provide free care. Private health insurance may be purchased for extra services, such as dental and eye care. Medicare drawbacks include a ceiling on expenditures, sometimes causing long waits for elective surgery. In addition, Australians in sparsely settled areas may have limited access to medical care.
