Finalizing Medicare reform; balance billing, private contracting among issues before panel
Article Abstract:
Non-regulated fee-for-service and private Medicare beneficiaries and physicians are two of the issues that must be reconciled in a House-Senate conference committee on final Medicare reform. The changes in Medicare are expected to save $115 bil in spending between 1997 and the year 2000, and are essential to balancing the budget. Liability, and Medicare fraud and abuse are other issues which need to be discussed.

Changes in Medicare, changes in Medicaid and national funding for health insurance for children are part of the budget legislation. Spending decreases of $115 billion are expected between 1998 and 2003 with structural revisions and accounting changes to ensure solvency of the Medicare program until 2007. Low income uninsured children will receive health insurance through a 15-cents tax on cigarettes.

U.S. Senate's only physician opposes private contracting
Article Abstract:
Senator William Frist MD opposes the expanding private contractig between doctors and Medicare beneficiaries. Frist is the only Republican physician who did not co-sponsor the proposal. Frist wants greater flexibility than the current system. The private contracting is part of the Balanced Budget Act of 1997.
