States with most need least able to fund insurance
Article Abstract:
A RAND report has found that those states with the highest amount of uninsured individuals cannot pay for them. Federal aid is necessary to help these states to pay for the uninsured. The state tax increases in these states would be prohibitive but federal financial aid would be distributed by family income. State funds would need to supplement these federal funds.
