Article Abstract:
Local authorities will fund community care under the terms of the United Kingdom National Health Service and Community Care Act, 1990. The Departments of Health Social security will transfer 565 million pounds sterling in April, 1993. About 399 million pounds is money formerly paid by the DSS as income support for residential care. About 140 million pounds is the DoH allocation for increased community care. An allocation of 26 million replaces the Independent Living Fund for disabled people. The new regulations make local authorities responsible for assessing and fulfilling care needs.

A community psychiatric nurse in Hull, England, set up a helpline for male victims of sexual abuse after discovering there was no other specialized help available. The response was considerable, both from people seeking counselling for their own experiences and from professionals referring their clients. The nurse also reports a response from prisoners, which supports research indicating a link between sexual abuse and violent crime.
