Health reform task force mulls 'voluntary' price caps
Article Abstract:
President Clinton's healthcare reform proposal may include voluntary price controls rather than the mandatory controls that had been planned. If after a year or two it was determined that the voluntary price controls were not helping to bring costs under control, an enforcement mechanism would then authorize price controls. Voluntary prices controls, if applied to insurers, doctors and hospitals, have a better chance of succeeding than if they are applied to only a select group.

Unless Congress cooperates, road to reform could end at Capital Hill
Article Abstract:
Clinton's victory in the presidential election indicates that some sort of health care reform may be imminent, but many factors may influence the eventual plan. For example, Republican senators may try to stall legislation they dislike, and new members of Congress will offer their own perspectives. In addition, given the enormous expense of the health care system, Clinton may implement cost controls years before access is expanded to the uninsured.

New restrictions on HMOs? Congress looking at gag rules, 'drive through' mastectomies
Article Abstract:
Several health maintenance organization (HMO) practices are likely to come under scrutiny by legislators. Pres Clinton is expected to introduce a proposal to ban gag rules and Rep Rosa DeLauro has introduced a bill which would require health plans to mandate at least 48 hours of inpatient care following a mastectomy.
