Article Abstract:
Important parts of the Medicare Preservation Act of 1995 include the creation of a new private alternative to Medicare, called MedicarePlus. MedicarePlus will be required to offer equivalent health services to all and to take all applicants. During 1996 and 1997, Medicare beneficiaries will be able to change from the traditional plan. After 1997, October will be the designated switch month.

Medicare HMO pilot programs face practical, political hurdles
Article Abstract:
Three pilot programs to revise Medicare payments to health maintenance organizations (HMO) are receiving criticism from lawmakers and members of the medical community. The programs include using competitive bids to establish HMO payment rates, testing a variety of payment rates and structures and creating a pool to pay for certain high-costs cases.
