Kinder, gentler Medicaid reform
Article Abstract:
Republicans have introduced a revised Medicaid proposal which shifts Medicaid responsibilities to the states and cuts spending by $72 bil over six years. The plan also provides a $26 bil fund to assist states during an economic recession or upswing in eligible population. President Clinton is expected to veto the Republican plan. Medicaid spending at the state level has doubled since 1987.

Feds act to shed role as guardian of nation's health
Article Abstract:
Members of the 104th Congress and Pres Clinton propose less federal regulation and more state power to direct spending of public health funds. Public health authorities fear that reduced spending for Medicaid will cause abandonment of indigent patients. Also, deregulation of speed limits may lead to more accidents, just as repeal of motorcycle helmet laws resulted in 61% higher mortality.
