Limited expansions for kids' coverage draw muted praise
Article Abstract:
Pres Clinton's 1998 fiscal year budget contains proposals for extending health care coverage to uninsured children. Clinton's proposal would reduce the number of uninsured children from 10,000,000 to 5,000,000 by providing health care coverage to workers between jobs and low-income adolescents, through partnership grants with states, by allowing states to offer 12-month eligibility coverage and via Medicaid outreach. Interest groups are offering modest praise for the proposals.

Kudos, concerns for kids' insurance law
Article Abstract:
The legislation enacted by Congress earmarking $24 billion for children's health insurance coverage over a five-year period gives the states great leeway for spending $4 billion of the total appropriation under the Medicaid program. The $4 billion can be used to restore health insurance for children denied coverage under the welfare reform act. The other $20 billion will be used to finance the state's own children's health insurance coverage programs.
