Medicaid reforms clear Senate panel; veto looms
Article Abstract:
The Senate Finance Committee passed Medicaid reform legislation that, despite being less draconian than the House's measure, likely would be vetoed by Pres Clinton if it is passed by Congress. The legislation would cut Medicaid by 19% over 7 years to generate savings of $182 billion. The Finance Committee's bill would cut the program by changing it into a capped block grant to the states. Currently, Medicaid is a needs-based entitlement system open to all who qualify.

Radical Medicaid plans shift power to states

Congressional Republicans are proposing legislative changes to Medicaid that would shift control to the states by converting the entitlement program into a capped block-grant program. Medicaid outlays, which were $800 million in fiscal 1966, are expected to reach $156.5 billion in fiscal 1995. Medicaid outlays grew 31% annually between 1988 and 1992. Republicans are seeking savings of $182 billion over a seven year period.

Congressional efforts to cut $170 billion from Medicaid spending in the next seven years affects middle class citizens as well as the poor, since Medicaid pays for 45% of nursing home care. Republicans want to give states more control over spending. A reconciliation committee hopes to reach a compromise between House and Senate provisions and send a bill to Pres Clinton before the Thanksgiving 1995 recess.
