Panel at work on patient bill of rights
Article Abstract:
President Clinton's Advisory Commission on Consumer Protection and Quality in the Health Care Industry outlined issued it plans to address during its first meeting in May, 1997. The 32-member panel hopes to end physician 'gag rules' from health maintenance organizations and ensure that doctors are free to discuss all treatment options with patients. The panel also hopes to set up a dispute-resolution process and outline basic patient rights. Access to specialists and general health care benefits are also priority issues.

Quality data target providers, payers
Article Abstract:
Managed care providers are concerned that the use of physician-specific outcomes data to highlight differences in care by payer type could jeopardize their reputations with employers. Pennsylvania and New York are the only states which provide employers with delivery-system data, however, several states are considering such initiatives.
