Medicare expanding pay for prevention
Article Abstract:
Congress and the Clinton administration have passed Medicare legislation that covers, starting in 2000, annual prostate cancer screening of men over the age of 50 years. In spite of disagreement among specialists, screening for colorectal cancer will be covered after 2001. The most expensive provisions cover increased treatment for diabetes. Other benefits include bone mass measurement for women 65 or more years old and breast cancer screening for women at least 40 years old.

Budget deal has changes in Medicare practice expense formula
Article Abstract:
The Medicare practice expense formula has been changed in budget reform legislation. Practice expenses used to account for 41% of Medicare's relative value service units. The new expense formula will increase primary care services payments by 21%, decrease surgical service payments by a total of 18.4% and decrease nonsurgical services by 5.4%. The Medicare payments would be redistributed among physicians.

Budget law gives guidance on referral arrangements
Article Abstract:
The spending reconciliation bill contains a provision to clarify physician self-referral arrangements and their legality. Ownership, compensation, or investment arrangements determine the relationship. There are 10 additional health services that cannot be included in these arrangements, such as radiation therapy services and physical therapy services.
