Article Abstract:
New York State is examining alternatives to its system of establishing hospital rates to pay for medical training and uncompensated care, including deregulating the system and allowing the market to control costs. Proponents of changing the system feel that the current system is out of balance with the realities of healthcare in the mid-1990s. Critics of the proposed changes are expressing concerns that many of the 2.5 million uninsured in the state will not be adequately covered by such a change, and predict that there will be a high incidence of hospital closings.

Medicine seeks input on pending Medicare coverage rule
Article Abstract:
The Health Care Financing Administration (HCFA) plans to publish a final rule clarifying Medicare coverage of new technologies and services. Trade groups, medical societies and members of Congress are objecting to the final rule, arguing that the HCFA should republish it as a proposed rule-making, to allow time for public comment. Cost-effectiveness as a criterion for Medicare coverage is a hot issue, even though the HCFA says it has removed this provision.
