Some fear quality council could stifle initiatives

Some business and healthcare groups charge that a government-appointed council whose mission would be to develop national healthcare quality benchmarks could politicize the quality issue and hinder quality improvements. American Medical Assn chairman Thomas R. Reardon, in testimony before the Senate Labor and Human Resources Committee, said that the private sector is better able to keep pace with rapid healthcare changes than the proposed council would be.

Medicare trustees warn that the hospital trust fund will be bankrupt by 2001 and recommend legislation implementing limits on payment increases and other temporary fixes while an entire reform package is investigated. Such limits might keep the trust fund operational while a national advisory group on Medicare reform addresses the more severe problems expected as the baby boom generation becomes eligible for coverage.

The federal government is not sufficiently informing elderly Medicare recipients of significant aspects of their coverage, according to medical professionals attending a March 1997 House Ways and Means health subcommittee hearing. Medicare recipients need to be better informed about their choices, the out-of-pocket costs for different plans and the various physician-payment methods.
