The author criticizes Nkosazana Zuma, South African Minister of Health, for her position refusing to implement a Glaxo Wellcome program providing low-cost AZT for HIV-infected pregnant women. There is talk of boycott against the 2000 AIDS Conference, scheduled for South Africa.

HIV treatment and surveillance need to be coordinated for maximum success. Heterogeneity in HIV transmission risk could be combined with correctly targeted antiretroviral therapeutic strategy, yielding a significant public health benefit.
