Speaker: long-term care should top health reform agenda
Article Abstract:
American Health Care Assn lobbyist Paul Willging believes lawmakers should first address problems in long-term medical care, a problem which could destroy the US health care system. Willging said that long-term care used over half of the Medicaid budget and that the $60 billion long-term-care program proposed by Congressional Democrats would not solve the problem. He believes that private, long-term-care insurance is the solution to US health-care funding needs. More of Willging's proposals for health care, from his address to the National Conference of State Legislators, are presented.

States look at provider taxes to boost Medicaid funds
Article Abstract:
Physicians oppose efforts by some states to raise funds for Medicaid by taxes on providers. For instance, the Oklahoma State Medical Society and the Iowa Medical Society are both lobbying proposed taxes on physicians and hospitals. In 1991, Congress passed a law that restricted provider taxes to a maximum 15% of Medicaid funds. In Washington, DC, hospitals and nursing homes have agreed to pay taxes, but physicians denied Mayor Sharon Pratt-Kelly's request that they share the tax burden.

Health plan for unemployed is broadened
Article Abstract:
The Massachusetts Health Security Plan currently has more money than it needs to provide health care for the unemployed. Eligibility has been modified to include more applicants, and the deductible has been lowered. Some consumer advocates complain that the Department of Medical Security failed to inform the public of the services available. Also coming under scrutiny are the high charges of John Hancock Mutual Life Insurance Co for administrative costs.
