Substance abuse is a health issue

The problem of substance abuse has reached global proportions. In response, the World Health Organization created the Programme on Substance Abuse in 1990 to determine solutions to health problems associated with the use of psychoactive substances such as alcohol, tobacco and pharmaceuticals.
