The Clinton health care plan
Article Abstract:
Governor Bill Clinton wants to provide affordable, high-quality health care to every US citizen. The cost of health care is growing at an unsustainable rate. Many US citizens cannot afford health care insurance, and others are afraid of losing their health care insurance. Governor Clinton's economic plan 'Putting People First' proposes fundamental reform of the US health care system. Under this plan, the private sector will still provide health care to the US public. The government will ensure that quality health care is provided at a reasonable cost and that it is equally available to all citizens. A National Health Board would be formed to would develop a health care budget and a health care plan that every US citizen could afford. This board would be made up of consumers, health care providers and industry and government representatives. Governor Clinton endorses preventative and primary health care. He also advocates health education and increased patient involvement in health care decisions.

Local television news coverage of President Clinton's introduction of the Health Security Act
Article Abstract:
Television news during the week in Sept 1993 when President Clinton presented health care reform tended to cover the reform without great depth and to emphasize how the reform would harm interest groups, such as employers and doctors. Researchers analyzed President Clinton's speech to Congress, a copy of the Health Security Act of 1993, and television news coverage of the health care reform during the week of September 19, 1993. Of 166 news broadcasts in California, 316 stories covered the reform. In comparison to the Health Security Act, these new stories focused on finance from taxes, universal coverage, and preventative medicine. The stories deemphasized Medicare and Medicaid reform, quality control, public health measures, means of reducing costs, and long-term care benfits. In comparison to the President's speech, news stories greatly emphasized partisan politics.

Health coverage in the states--Maine's plan for universal access
Article Abstract:
The state of Maine has taken the lead in providing universal access to health care for all of its residents by 2008. The Dirigo Health Reform Act created an independent state agency that will oversee all operations and become a model health and wellness plan. Health care will be funded by payments from the insurance industry, employers, employees, and Medicaid. The agency will also attempt to control health care costs.
