A competent person is characterized by the Occupational Safety and Health Administration as someone who has the knowledge and capability to identify existing and predictable hazards in the work place/site and surroundings that are deemed unsanitary and dangerous to employees. In addition, the competent employee has the authority and fortitude to stop a job when necessary and/or make changes. Site foreman or supervisors and project safety managers are usually designated as competent persons.

Article Abstract:
The adoption of safety standards can only be made more effective if employers make these measures comprehensible to their workers. Usually this can be done by arranging meetings, shows and conferences with employees. It is crucial for employers to maintain a consistent communication and foster good relations with their employees. When discussing safety issues, employers need not talk in a formal manner, but instead, encourage workers to participate aggressively in the discussion.
