Wash. insurance commissioner vows smoother 2nd term

Washington state insurance commissioner Deborah Senn, a Democrat, hopes that her second term is smoother than her first. She believes that her strong consumer stance is responsible for her easy victory in the Nov 5, 1996, election. She remains at odds with Washington's Republican-controlled legislature and the insurance industry, but she believes that the legislature has become more moderate. She plans to focus on the creation of new managed-care rules.

Oxford to leave Conn., N.J. Medicaid; New York may be next

Oxford Health Plans is withdrawing from Connecticut and New Jersey Medicaid programs due to inadequate reimbursements, dropping a total of about 78,000 recipients. Oxford may also pull out of New York City, which has 42,000 members. Although observers agree that low reimbursements caused Oxford's exit, flawed business practices and too many enrollees were additional problems.
