International HIV and AIDS prevention: Japan/United States collaboration
Article Abstract:
Japan has joined with the US to respond to the AIDS epidemic. The burden of the AIDS epidemic has shifted from Africa to Asia. Many Japanese believed AIDS was a Western disease but the rise in AIDS cases in Japan has mobilized the country. Many non-governmental organizations have sprung up to provide information, counseling and other support services. Japan in 1994 began the Global Issues Initiative to provide money for AIDS programs in developing countries. Japan is also collaborating with the US to take advantage of US expertise in fighting the epidemic.

AIDS policy in Japan: integration within structured paternalism
Article Abstract:
The AIDS epidemic in Japan may be changing the shape of public policy. Even though the Japanese people are well-informed, they look to the government to issue public health policy. Japan has no well-organized trade association for physicians and many physicians have little regard for politicians. However, the spread of AIDS through contaminated blood products has spurred several non-governmental organizations to challenge the government's response to the disease. This may have been the first time that private citizens helped to shape public policy.
