Councils in a tender trap?
Article Abstract:
The British Government's proposal to include personnel, among other business operations, into the range of compulsive competitive tendring (CCT) local government functions may be a sensitive trap for service councils. The proposal calls for companies to expose 25% of personnel activities to CCT, and for councils to operate functions such as internal trading units. Advocates of the proposal contend that CCT will allow service councils to be more flexible in meeting market demand. However, opponents, including most local authorities, have lined up several arguments that suggest the absurdity of the proposal. Several management consultants, although agreeing with the proposal's principles, describe some details as being overly bureaucratic.

Performance management: the MBO of the '90s?
Article Abstract:
Performance management systems (PMS) may be more successful than the management by objectives (MBO) technique, which failed within 10 years of its introduction, and earlier techniques. People-based systems and process-based systems will fail if they are incompatible with an organization's culture. It is likely that PMS will be more successful than MBO because PMS is much more cohesive and strategically focused than MBO. The disadvantages of PMS include the heavy reliance that is being put on objective-setting and review as an annual event and the tendency for PMS to result in more complex administrative tasks.
