Can the personnel department survive quality management?
Article Abstract:
The personnel department can be a key player in facilitating the implementation of quality management principles throughout an organization. Quality management will not be successful if the principles of quality management are introduced on a piecemeal basis. Quality management is a total philosophy requiring the participation of all employees, from senior management to the shop floor. For personnel departments to facilitate the implementation of quality management, personnel managers must become models of quality management, develop management skills for facilitating change, learn to understand business language and concepts, and learn to serve customers to make a major contribution to the business.

Changing the personnel function to meet changing business needs
Article Abstract:
A process is described of organizationally changing the personnel function of Shell UK Oil to match changes that had occurred in the rest of the business since its creation in 1976. The change effort began late in 1985 and involved extensive internal and external analytical exercises, project work on several substantive issues, identification of possible directions, and development of action plans. Preliminary in-house analysis is essential as a mind-clearing exercise and analysis must have external confirmation before a change process begins. Once areas for change are identified, 'analysis paralysis' must be avoided and action must be planned. Explicit leadership from top management is essential.
