Managing human resources for learning and innovation: a comparative study of Brazilian, Japanese and Korean firms
Article Abstract:
A study of the telecoms industry in Brazil, Korea and Japan shows how human resources policies have sought to promote innovation and learning. The industry has been privatized and deregulated in these three countries, but the telecoms industry has different challenges in each country. Technological development is more important for Korea, and price competition is more important in Brazil. More emphasis has been made on individual performance in Japan. Training programs have become more customized in Japan and Korea. Brazilian and Japanese companies are using employee participation, though this practice is not used in Korea.

Avoidance strategies and the German system of co-determination
Article Abstract:
The German industrial relations system focused on worker participation is discussed. The system is seen as a test case due to strong institutional arrangements and legislative base, meaning that multinational enterprises (MNEs) cannot easily avoid it. It has been suggested that only small and medium-sized companies avoid or undermine the system, but evidence indicates that some MNEs have taken advantage of any legislative weaknesses in the German system.
