Staff associations: independent unions or employer-led bodies?
Article Abstract:
Staff associations, which are not affiliated to TUC unions, are the major form of employee representation in the building society industry. A broader survey reveals that staff associations fared better than the TUC unions in the period between 1982 and 1992 because they saw a 5.5% fall in membership relative to TUC's 23%. The study shows that larger staff associations are free of employer domination while the smaller associations, which have limited financial resources, are not entirely free. Staff associations are seeking to pool resources with TUC unions without losing their independence.

Employee representation arrangements: company councils
Article Abstract:
A survey of 80 private and public sector organizations to assess their employee representation programs reveals that trade unions and employee councils are not mutually exclusive. Two-thirds of the 32 companies that have a company council also recognize a trade union. In 25% of the companies the councils were established after 1990, and the scope of the councils differs in each of the organizations. In most cases the number of employees on the council are more than the number of management representatives. Some companies have opted to use other means to gain employee input.

Obstacles on the legal road to trade union recognition
Article Abstract:
A report by economist Stephen Wood indicates the problems encountered in deciding union recognition cases through the UK's Advisory, Conciliation and Arbitration Service (ACAS) during 1976-1980. Employers attempted to block or improperly influence ACAS inquiries in recognition cases. If the proposed return to the practice of statutory union recognition is enacted, Wood says another agency should be empowered to handle the cases and sanctions made available, in order to avoid the problems of the previous ACAS era.
