Strategy, core competence, and HR involvement as determinants of HR effectiveness and refinery performance
Article Abstract:
A strong relationship exists between higher involvement of human resources (HR) executives in strategic decision making and perceptions of the department's effectiveness. This was gleaned from the results of a study investigating the effect of strategy, core competence and involvement of HR managers in organizational strategy on refinery managers' assessment of the effectiveness of HR and on refinery performance. Using data from 86 petrochemical refineries in the US, it was also found that such a relationship is stronger when refineries adopt product innovation approaches and when skilled employees are perceived as core competence. The study concludes that in petrochemical refineries where HR managers are strategic business partners, the HR function is evaluated more favorably.

Issues concerning the effectiveness of and need for human resource (HR) management are examined, focusing on survey responses from line executives and HR managers from 14 companies. Topics include the need for HR managers to prove their value to a company in an era of corporate downsizing, the strategic partner role of HR, and survey conclusions that HR professionals valued their services more highly than line executives.
