The French pensions debate takes a few new turns
Article Abstract:
The French pensions system is discussed, with reference to the system's history, proposed changes never implemented and the latest changes. On February 10 1993 the ARRCO agreement was signed between the trade unions, excluding the CGT, and the employers' organisations, the effects of which are discussed. ARRCO oversees the caisses which handle earnings of junior managers and below. A similar agreement is expected to be negotiated for the AGIRC system, which covers higher earning managers. The government is expected to fix the retirement age at 60, and to relate benefits to contributions. Tax incentives to encourage personal savings for retirement are also expected to be introduced, as is the privatisation of banks and insurance companies.

European pensions policy and the law
Article Abstract:
A review on the pension policies of the European Constitution (EC) is presented. The EC has a right to intervene in the domestic legislation on three policy areas, namely: social security, employment and investment. The Equal Treatment Directive is found to have little influence to equal treatment in social security schemes. In the employment law, the outcomes of insolvency and tranferof business has yet to be finalized.
